About the Speaker

Robert Armstrong
Robert Armstrong works for University of Utah Health in the Facilities & Engineering department. His role is Energy & Sustainability Coordinator and his work includes HVAC retro-commissioning projects and lighting efficiency upgrades. He joined the team in 2014 as a general maintenance worker and then moved into his current role in 2015. Some of his other responsibilities include metering (data integrity), energy analytics (experience with Skyspark), and managing the main hospital’s utility accounts. Robert teamed up with colleagues at the hospital to co-found the University of Utah Health Green Team in 2017 and has also enjoyed serving as the USHE Sustainability chair since 2016.
Robert graduated from the University of Utah with a bachelors in Earth Science and a Masters in Environmental Science / Sustainability. He was born and raised in Utah and currently lives in Riverton. He enjoys having adventures at home or on trips with his 6 year-old son, spending time outdoors (hiking, yard work), playing sports (ultimate frisbee, hockey), cooking, and eating.
Retro-Commissioning Pilot at University of Utah Health Farmington Health Center: In 2020 University of Utah Facilities group saw success implementing HVAC retro-commissioning projects in academic facilities. Robert began collaborative work with them to adapt these projects for deployment in clinics and medical buildings, and a pilot project was planned in the Farmington Health Center. This project yielded significant energy savings upon implementation in Sept 2021, but also created some unforeseen issues that the team is still working through in May 2022. Robert is excited to share the successes along with lessons learned from this Pilot.

Kim Shelley
Kim Shelley’s career has focused on Utah’s environmental priorities. As the Executive Director of the Department of Environmental Quality (DEQ), she leads with a vision of improving the health and quality of life of Utah residents through the administration of state and federal laws that protect Utah’s air, land and water.
An engineer by training, Shelley has held various leadership roles within DEQ, most recently as the department’s deputy director. In addition to her public sector experience, Shelley has worked in private industry as a research and development engineer.
Shelley was raised in Salt Lake City and is a graduate of the University of Utah with a bachelor’s degree in Metallurgical Engineering. She is married with two children, and enjoys spending time at her family cabin in Big Sky, Montana when she’s not recreating in Utah’s outdoors.

Dean T. Kashiwagi, PhD, PE, IFMA Fellow
Dr. Dean Kashiwagi is an innovator and a researcher of “cutting edge technology” in the areas of project management, risk management, procurement, and performance information. His accomplishments include:
• Most prolific researcher that at the Del E. Webb School of Construction at Arizona State University (ASU) with $18M of research funding solely from the private sector.
• Author of the Information Measurement Theory (IMT), Performance Information Procurement System (PIPS), the Best Value Approach (BVA), and the Performance Information Risk Management System (PIRMS), which has been used in 2,000 tests in 9 different countries delivering $6.6B of services in construction, services and information technology.
• Responsible for the licensing of the Best Value Approach (BVA) intellectual property (IP) at Arizona State University (ASU), which is the most licensed IP at ASU in the history of ASU [64 licenses].
• Owner of the Performance Based Studies Research Group (PBSRG).
• Performed research at ASU College of Engineering, at the SKEMA Business School Project Management dBA program, and with the CIB W117 working commission.
• Creator of Barrett, The Honors College’s most successful and popular class, “Deductive Logic and Leadership”. The principles of the class teach students to minimize thinking, decision making and complexity to increase understanding of reality.
Dr. Dean Kashiwaagi
Dave Davlin
Over 25 years ago, Dave Davlin began bringing smiles to faces with a form of entertainment he developed as a young boy. From NBA and major college arenas across America to the Summer Olympic Games in Seoul, South Korea— and even to the world-famous Branson Strip— “Travelin” Davlin has entertained people of every age and background. His amazing ability with basketballs even landed his name and picture in the 1990 Guinness Book of World Records.
Dave began to hone his speaking skills in the early 90’s as a national speaker in the public schools across America. Combining his entertainment ability with a powerful message, he was instrumental in the fight for education and against drugs. At the advice of friends working in corporate America, Dave began to develop presentations for the corporate and association market and the rest is history. He now speaks at numerous corporate and association conferences each year. From public school students to CEOs, Dave’s message has made a difference in the lives of thousands, and his impact continues to grow each year as he shares his philosophy and wisdom through speaking and writing.
